PDC Opens RFP for Landmark Weld Quay Waterfront Development

The Penang state government, through the Penang Development Corporation (PDC), has invited industry players to participate in the proposed Weld Quay Waterfront Development via an official Request for Proposal (RFP).


The announcement was made during a special briefing session at Eastin Hotel Penang, where Chief Minister Chow Kon Yeow outlined the broader vision and long-term strategic objectives behind the project. He expressed hope that the development will become a landmark waterfront destination that enhances quality of life, strengthens Penang’s global standing and contributes meaningfully to the state’s long-term growth.


Strategic Waterfront Location Within Heritage Core

The proposed development covers approximately 13.25 acres in Section 23 of the Northeast District, situated within the George Town UNESCO World Heritage Site. Of the total land area, about 12.05 acres are state-owned, while 1.2 acres belong to PDC.


Strategically located along the waterfront and facing the mainland, the site enjoys direct access to the Tun Dr Lim Chong Eu Expressway, ensuring strong connectivity to the city centre and Penang Bridge. Accessibility is expected to improve further with the planned Macallum LRT station, which will enhance connectivity to Penang Sentral and strengthen regional mobility.


Balancing Growth with Heritage Sensitivity

The state envisions the project as a carefully planned mixed-use development that balances economic growth with social responsibility and heritage sensitivity. Given its proximity to the historic clan jetties and surrounding cultural landmarks, emphasis will be placed on contextual design principles that respects George Town’s architectural and historical character while enabling modern urban revitalisation.


To preserve long-term value, the state has set a reserve price for the land while encouraging competitive and innovative proposals that reflect the site’s strategic importance and development potential.


Inclusive Redevelopment Approach

The project also prioritises inclusive redevelopment. Residents currently occupying the Weld Quay and Cecil Residency areas will be relocated in a structured manner to the newly completed Cecil Residency nearby. This approach ensures the continuity of community and improved living standards.


RFP Details

The RFP submission deadline is 12pm on 30 March 2026, with a document fee of RM5,000. Interested parties may obtain further information via www.pdc.gov.my. by contacting the appointed officers as stated in the official notice.
